The RRT Best Practices Manual (2025)

The RRT Best Practices Manual (the “RRT Manual”) documents best practices identified by Rapid Response Teams (RRTs) and their FDA partners. Developed by working groups and reviewed by food safety partners, each chapter covers key response capabilities with broad concepts and specific details for customization.

The FDA RRT Program partners with states to build food safety infrastructure for integrated rapid response to human and animal food emergencies. Since 2008, FDA has worked with pilot RRTs (9 initial, 9 added in 2012) through cooperative agreements, incorporating national food program standards, the Integrated Food Safety System, National Response Framework, and CIFOR Guidelines.

This document is expected to change over time to reflect further development of RRT models and other relevant policies and programs in food emergency response.
