Abstract: Through the lens of the Denver Fire Department, Fire Prevention Division, the discussion on the history of marijuana (cannabis) fire regulation development and enforcement efforts will include how the department had to develop regulations quickly to address a rapidly growing new industry, increasing enforcement staff and equipment, and the struggles that had to be overcome along the way.

Brian Lukus P.E. is a Colorado licensed fire protection engineer with Denver Fire Prevention for 18 years. In addition to daily duties of construction plan review and permitting, he has been involved with marijuana industry fire regulations since its 2010 commercial decriminalization in Denver including participation on the NFPA 1 Fire Code first edition marijuana task group, drafting the Denver Fire Code amendment for marijuana operations, petitioned NFPA to create & now sits on the technical committee for the development of NFPA 420 – Standard for Fire Protection of Cannabis Growing and Processing Facilities. Brian has published multiple articles on the topic and authored a new chapter in the 21st edition of the NFPA Fire Protection Handbook. SFPE awarded the 2019 and 2021 Hats Off Award to him for his effort in advancing fire safety in the cannabis industry. He has a Master of Science degree in Fire Protection Engineering from Worcester Polytechnic Institute. Brian also has 6 years of private fire protection consulting experience and has served 10 years as a firefighter.
