About
Presented by Hunter Buffington, Director of Agriculture Policy Solutions, this webinar is part of an ongoing AFDO Cannabis, Hemp, and Natural Psychedelics Committee webinar series.
Date: December 4, 2026
Time: 3-4 p.m. ET
Abstract:
This presentation will review the regulatory distinction between agricultural hemp products and finished cannabinoid products, with particular attention to how processing methods can affect classification. It will also discuss documented quality and safety concerns identified in commercially available chemically converted cannabinoid products, including impurities, unlabeled byproducts, heavy metals, and inaccurate labeling.
As hemp and hemp-derived cannabinoid products continue to enter the marketplace, environmental health and regulatory professionals increasingly encounter products whose regulatory status depends not only on the molecule present but also on its origin and production method. This presentation provides a practical framework for distinguishing naturally occurring, chemically modified, and synthetic cannabinoids while examining the regulatory significance of isolation and concentration.
Using examples drawn from federal and state regulatory frameworks, the presentation will examine three fundamental questions: Was the cannabinoid present in the hemp plant as grown? Was its molecular structure changed through a directed chemical reaction? And was the molecule manufactured from non-plant starting materials? Participants will also examine how extraction, isolation, and concentration can create separate compliance considerations even when the underlying cannabinoid molecule has not been chemically changed.
Finally, the presentation will address the federal hemp-law changes scheduled to take effect November 12, 2026, including the transition to a total-THC standard and the federal exclusion of certain chemically converted cannabinoids. Participants will leave with a practical classification framework they can use when evaluating hemp-derived products and communicating regulatory requirements to growers, processors, manufacturers, and consumers.
